Infielder Alan Bannister, who played at Arizona State, and Brad Van Pelt, an AllAmerican defensive back and shortstop at Michigan State, were both among the top prospects available to the 24 major league clubs.

With the teams drafting in inverse order of their 1972 finish, the Philadelphia Phillies have first choice in the regular phase of the draft, and the world champions Oakland A's will pick last. The Phillies also won first choice in the secondary phase of the selection rounds. Van Pelt was the Angels' No. 1 selection in the 1972 draft but spurned California's $100,000 contract offer to continue playing football at Michigan State. He is likely to be a high choice in the pro football draft later this month and probably will make no decision on which sport to pursue until after that.

Bannister was chosen by the Angels in 1969 after graduation from high school. He rejected their offer to attend Arizona State where he played under Coach Bobby Winkles. Ironically, Winkles is now the manager of the Angels and, with California eighth in the draft order, the Angels seem unlikely to have a shot at either of their former No. 1 selections. The draft will be coordinated out of Commissioner Bowie Kuhn's midtown offices with all 24 teams linked by conference phone hookups to simplify communications.

This is' the third year the telephone arrangement has been used and it has worked well in the past. The January draft has traditionally yielded between 200 and 300 players, considerably less than the June free agent selection. But the quality of past winter drafts has been high.
